Rural Ulster Preservation Co. (RUPCO) has partnered with the Resource Center for Accessible Living, Inc. to provide services under a second round of funding provided by the New York State Division of Housing and Community Renewal. The program is designed to provide funding for home adaptations and alterations so that people with disabilities may either return home or avoid institutional settings.

To qualify a person must be disabled and looking to modify their permanent place of residence this includes rental properties. There are income criteria and people will be assisted based on priority of needs. Participants may also be assisted or referred to other programs to assist with issues regarding safety modifications. People may be referred to other RUPCO programs such as Home or Weatherization Assistance. Serious health or safety issues may cause an application to be ineligible for Access to Home funding.

This is a multi-tiered process. RCAL will do the initial application and determination of disability. RCAL and RUPCO staff will do a joint site visit. RUPCO will determine financial eligibility, develop finalized plans and put the project out for bids and monitor construction management.

Modifications may include such things as ramps, grab bars, roll in showers, stair gliders, expanded doorways, etc.
